Dr. David Egli, M.D., Psychiatrist

Dr. David L. Egli M.D. is a 30-year veteran in the practice of adult psychiatry in both the general and correctional setting. He is an impassioned student of the fields of emergency psychiatry, victimology, traumatic stress in victims and first responder intervention. Dr. Egli received his M.D. degree from the University of Utah School of Medicine in 1972 and completed a psychiatric residency at the University of California Los Angeles-Brentwood residency program from 1973 to 1976. He was chief resident of the Brentwood Veterans Hospital in 1975-76, and was the Ginsberg Psychiatric Fellowship nominee for U.C.L.A.-Brentwood for 1975. He maintained a private practice in general adult psychiatry from 1976 to 1992 and was an assistant clinical professor of psychiatry for the University of Utah School of Medicine from 1978 to 1990. In 1992 he moved his employment to the Utah Department of Corrections where he was placed in charge of the first inpatient psychiatric unit in the Utah State Prison system. That program has expanded greatly since that time and Dr. Egli is currently the senior psychiatrist in the Utah State Prison system. Together with Officer Shon Lunt he founded what is now L. E. Crisis Intervention Tactics, L.L.C. in 2001 and, with Officer Lunt, developed that organization's entire curriculum.

Officer Shon G. Lunt

Officer Shon Lunt has been in law enforcement since 1995. He attended California Polytechnical College in 1984 and 1985, Ricks College (now Brigham Young University, Idaho) in 1986, and Greenriver Community College in Auburn, Washington in 1993, the Washington State Justice Academy in 1994, 1995 and again in 1999, and the Utah State (Fred House) Correctional Academy in 1997. He began working as a patrol officer for the City of Bremerton, Washington in 1995. He then moved to Utah in 1997 and worked as a correctional officer at the Utah State Prison for nearly three years. He was assigned to the inpatient mental health unit there as a correctional habilitative specialist and psychiatric technician with training through a liaison with the Utah State Mental Hospital system. In 1999 Shon moved back to the state of Washington and became a deputy with the King County Sheriff Department (Seattle). He then left the sheriff's department in 2000 and took a position as a police officer for the City of Federal Way, Washington, being an officer there since May of 2000. During his subsequent years in law enforcement Shon has worked in specialty assignments including S.W.A.T and special munitions on the riot team, and a hostage negotiator for the valley Civil Disturbance Unit team. Officer Lunt has also enjoyed working with Dr. Egli as a co-creator, partner C.E.O. and instructor for L. E. Crisis Intervention Tactics since 2001.

Officer Brigham Schulz has been a police officer for the past six years. He joined the Navy upon graduating from high school and completed a 4-year tour of duty. After leaving the Navy, Officer Schulz tested and was hired by the Honolulu, Hawaii Police Department where he worked as a patrol officer for the next two years. In 2002 he moved back to the mainland and was hired by the City of Federal Way. Officer Schulz is a very proactive officer and often leads his department in many statistical categories including traffic citations and arrests. He has many dealings with the mentally ill and other critical incidents during his years on the streets, and was formally trained in the intervention techniques taught by Dr. Egli.

Officer Shawn Swanson has been a police officer for the past five years. He graduated with a bachelor's degree in business management from the University of Eastern Washington before joining the Seattle Police Department. In 2002 Officer Swanson joined the Federal Way Police Department. He has been a bicycle patrol officer and is currently a member o the Civil Disturbance Unit team (riot team). He was formerly trained by Dr. Egli and Officer Lunt in crisis techniques and dealing with the mentally ill, and he has had hundreds of contacts and extensive experience in dealing with the mentally ill in the course of police work.
